The Delhi Police’s Special Cell has dismantled a terror module run by a Pakistani gangster named Shahzad Bhatti in support of Pakistan’s Inter-Services Intelligence (ISI). Three suspects have been arrested in connection with a recent grenade attack on a police station in Punjab’s Gurdaspur district, and police said that the gang was planning many such attacks. The Special Cell’s Anti-Terror Unit (TYR) busted the module based on intelligence inputs.
According to Additional Commissioner of Police (Special Cell) Pramod Kumar Kushwaha, the module was directly handled by Bhatti, who is believed to be operating from outside India at the behest of Pakistan’s intelligence agency ISI. The arrests include Hargunpreet Singh from Punjab, Vikas Prajapati from Datia in Madhya Pradesh, and Arif from Bijnor in Uttar Pradesh. They used to receive instructions from Bhatti via various social media platforms, and were planning explosive attacks in Delhi-NCR region.

Police recovered a pistol with live cartridges from Vikas Prajapati. Videos of the recces done by them in target spots, chats among them and the instructions received from their handlers have been recovered from their devices, which include text chats and voice notes.
These individuals are accused of hurling a hand grenade at the Gurdaspur City Police Station on November 25, 2025. The ACP said that Shahzad Bhatti ordered the attack, and the three accused implemented it. He added that while Bhatti is a gangster, currently he is working for ISI.
The group had conducted also reconnaissance and videography at multiple other locations targeted for similar grenade attacks, ACP Kushwaha stated in a press briefing. He emphasized that Bhatti recruited vulnerable youth through social media applications and personal contacts, and directed operations remotely with the assistance of his associates.

“There are one or two more links of this group which will be shared with the Punjab Police, and action will be taken against them, and those people will also be arrested,” the police officer stated.
No casualties were reported in the Gurdaspur grenade throwing incident, but the attack has raised alarms about potential escalation of terrorism in Punjab, where multiple ISI-linked plots have been busted in recent months. Shahzad Bhatti, a notorious figure with a history of cross-border criminal activities, has previously claimed responsibility for attacks in India.
Earlier this year, police had found that he was behind the grenade attack on the house of a BJP leader in Jalandhar. He has also been linked with several grenade assaults on social media influencers and political figures in Punjab. After such an incident targeting a YouTuber’s residence in Jalandhar in March, he had released a video justifying the act alleging the target Rozer Sandhu was abusing Islam.
