Following allegations that a resident welfare association in Bengaluru collected “fines” from residents caught with illegal drugs or for other illegal activities, the police on Tuesday registered a case against the RWA and a security agency that provided security for the housing society.

DCP (South West) Anitha B Haddannavar said on Wednesday that an FIR was registered by the Kumbalgodu police against the Provident Sunworth Apartment Owners Association and Tico Securities.
Anitha Haddannavar said the police had received information that some students living on rent at Provident Sunworth City on Mysore Road had been involved in illegal activities. But the RWA, instead of reporting the matter to the police, collected fines from them, she said.

She said, “During our investigation, we found that there were cases of misbehaviour with women, drug abuse, and theft. But the RWA was involved in collecting fines from the offenders. As these types of cases are criminal in nature, they needed to inform the police, but they did not do so. We filed a case against them on Tuesday night after primary investigations.”
Indianexpress.com earlier reported on how the RWA allegedly collected fines from residents, mostly students, over drug abuse and other illegal activities to “raise development funds”.

The case was booked under sections 211 (intentional omission to give notice or information to public servant by person legally bound to give it), 238 (causing disappearance of evidence of a crime or giving false information to shield an offender), and 239 (legally obligated to report an offense but intentionally fail to do so) of the Bharatiya Nyaya Sanhita, and sections 25 (allowing premises, etc., to be used for commission of an offence) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
In a complaint to the Bengaluru city police commissioner, a resident alleged that the Provident Sunworth Apartment Owners Association collected Rs 3.3 lakh in “fines” in the last two months alone. However, the DCP said the amount was much higher as some “fines” collected were not entered into the records.
Provident Sunworth City, which is located close to Rajarajeshwari Medical College, Christ University, and other educational institutions, houses several student tenants.
