The Karnataka Legislative Assembly passed 12 Bills in little over an hour Tuesday, even as controversial Bills such as The Karnataka Hate Speech and Hate Crimes (Prevention) Bill, 2025, and The Karnataka Social Boycott (Prevention, Prohibition and Redressal) Act, 2025, are yet to be taken up for discussion.

However, other minor Bills were passed without any opposition during the day.

As many as 15 Bills were listed for discussion in the Karnataka Assembly. Key among them was the Greater Bengaluru Governance (Second Amendment) Bill, 2025, which was drafted to include representatives from Lok Sabha, Rajya Sabha, Legislative Assembly, and Council as members of the Greater Bengaluru Authority.

Apart from elected representatives, the chief secretary and the additional chief secretaries of the Urban Development and Finance Departments will also be part of the Authority.
During the discussion on the Bill, BJP MLA Suresh Kumar urged the government to prevent elected representatives from voting in multiple civic bodies. Deputy Chief Minister D K Shivakumar, who had piloted the Bill, agreed to the suggestion.

The Karnataka Land Revenue (Second Amendment) Bill, 2025, was also passed without any opposition. The legislation aimed to address property disputes arising from ‘Jamma Bane tenure’ – a special form of landholding in Kodagu district.
The amendments cleared by the Assembly provided statutory recognition for Jamma Bane “to ensure that the rights of all members of a joint family are duly recorded in the mutation and revenue registers”.
Other Bills passed by the Assembly include the Sri Male Mahadeshwaraswamy Kshetra Development Authority (Amendment) Bill, the Chandragutti Sri Renukaamba Kshetra Development Authority Bill, the Sri Chamundeshwari Kshetra Development Authority and Certain Other Laws (Amendment) Bill, the Karnataka Rent (Amendment) Bill, and the Karnataka State Universities’ (Second Amendment) Bill, among others.
The government also tabled three Bills in the afternoon. Prominent among the three was the Karnataka State Road Safety Authority (Amendment) Bill, 2025, which removes the upper limit of the one-time cess collected at the time of vehicle registration.
