State to take up long-pending issue of non-OC buildings in Belagavi Session; positive indications for granting power and water access to lakhs of affected households.
A major relief appears to be on the horizon for lakhs of Karnataka residents who have been living in newly constructed homes without electricity and water connections. These households, many of whom built properties using bank loans, have been unable to access basic utilities because their buildings do not possess Completion Certificates (CC), Occupancy Certificates (OC) or approved plans.

According to official data compiled by the Energy Department from all ESCOMs, including BESCOM, more than 4.5 lakh new houses across the state are currently waiting for power and water supply. In Greater Bengaluru alone, a significant number of structures fall under this category, leaving residents to struggle in the dark despite having fully completed buildings.
Local bodies had so far refused to provide utility connections to buildings missing mandatory approvals. This had led to widespread hardship, particularly for families who invested heavily in the construction of their homes.

After NewsFirst report brought attention to the issue, the state government has now taken it up seriously. Preparations are underway to hold a detailed discussion during the upcoming Belagavi Legislature Session, where the matter is expected to be addressed formally. Officials indicate that the government is examining ways to offer a one-time relief measure for homes already built but stuck due to documentation gaps.
With the Energy Department gathering district-level data and the government signalling a positive approach, there is strong hope that a favourable decision may finally end the long-standing distress of thousands of families across Karnataka.
