The Karnataka social welfare department has issued a circular directing the strict enforcement of the Karnataka Child Protection Policy in all residential schools and hostels under its supervision. The move is aimed at ensuring the safety and well-being of children who live away from their families, while preventing instances of sexual, physical, and mental abuse.

The directive was released on Monday following concerns raised by the Karnataka State Commission for Protection of Child Rights (KSCPCR), which observed that while most educational institutions had adopted child protection measures, hostels run by the department had not implemented the policy.
Department instructions to officials
In response, the department has instructed officials to create a safe environment for children by sensitising hostel and school staff on child safety guidelines, introducing regular monitoring mechanisms, and strengthening grievance redressal systems. The circular highlights the importance of counselling facilities, awareness sessions on child rights, and preventive steps against substance abuse.
Officials have been tasked with maintaining a zero-tolerance approach towards bullying and discrimination in any form, including those linked to caste, gender, physical appearance, or socioeconomic background. Regular compliance reports are to be submitted, and immediate action will be taken against violations.
Child rights advocates have welcomed the decision, noting that children in hostels require additional safeguards as they remain separated from family support systems. The directive is expected to bring hostel management in line with existing school-level child protection frameworks across the state.
