The Karnataka government has informed the Karnataka High Court that the proposed Greater Bengaluru Authority (GBA) will not be set up within this year. Until elections are conducted for the planned five municipal corporations, the Bruhat Bengaluru Mahanagara Palike (BBMP) will continue managing the city’s civic administration.

The clarification came during a hearing before Justice M.I. Arun, in connection with a petition filed by Munivenkatappa from C.V. Raman Nagar. The case involved a challenge to a notice issued by a BBMP Assistant Executive Engineer (AEE) over alleged violations of building bylaws.
The petitioner’s counsel argued that, with the government having already issued a notification for the formation of the GBA, the BBMP’s engineers no longer possess the legal authority to issue such notices, making the action invalid.
In response, BBMP’s counsel maintained that the BBMP Act, 2020 remains applicable until the GBA is officially established. They referred to a government order dated May 15, 2025, confirming that the BBMP retains its full administrative and enforcement powers, including the authority of AEEs to act on building regulation breaches.
The government’s statement effectively means the current governance structure for Bengaluru will remain unchanged in the near term. The GBA proposal, intended to reorganize the city into multiple corporations under a unified authority, will only move forward after the necessary legislative and electoral processes are completed.
