With e-khatas set to become mandatory from October, the RDPR department is preparing a massive rural documentation push to digitise property records and improve service access.
The Karnataka Rural Development and Panchayat Raj (RDPR) department is gearing up to issue over 97 lakh e-khatas under its ‘Eswathu to Doorsteps’ initiative, ahead of the government’s October mandate for digital property records. The campaign will rely on the Panchatantra 2.0 platform, where most rural property details are already digitised.

To ensure smooth adoption in areas with limited digital literacy, the department will launch a dedicated citizen helpdesk, offering query resolution, grievance redressal, and anti-corruption monitoring through recorded calls. RDPR Minister Priyank Kharge has directed IT teams to fix all technical glitches before launch.
Citizens can initiate applications via the eSwathu website by submitting key ownership details. Verified records will result in instant e-khata generation, while discrepancies will be sent to local gram panchayat officials for verification. This is set to be one of Karnataka’s largest rural documentation drives.
